more radical Chinese newspapers. By the good offices of H.M.

Consul-General and the Chinese General Chamber of Commerce

reason was restored on its being explained that authentic

traffic regulations were in course of preparation and would be

of the Bund as a promenade (rule 6); and the control of un-

known Chinese who nave, according to its status, no reason for

wishing to enjoy the amenities of Thameen (rules 14, 15).

Rule 1 is intended for the benefit of Chinese, some of

whom do not appear to have a clear knowledge of the status of thameen.
